hey directly impact how School Governing Bodies (SGBs) are elected, whether SGBs can pay teachers for extra coaching or weekend classes, how underperforming SGBs are managed, and how teacher development centres are built and run.
A school is the heart of a community. And any caring community would do their best for the children attending that school. The state should govern state affairs to the best of their ability and should not interfere or have the right to deside whether communities have development centres, how to run them, wether teachers will be paid exstra for coaching or weekend classes.
