SUMMARY

The Bill seeks to;

  • delete, amend and insert certain definitions for purposes of alignment with international instruments adopted upon the implementation of the Act;
  • provide for offences related to terrorist training and the joining and establishment of terrorist organisations;
  • provide for offences related to foreign travel and attempt to leave the Republic under certain circumstances;
  • provide for offences in respect of the possession and distribution of publications with unlawful terrorism related content;
  • provide for authorisation to be obtained from the Director of Public Prosecutions in respect of the investigation and prosecution of certain offences;
  • provide for the issuing of warrants for the search and cordoning off of vehicles, persons and premises;
  • provide for a direction requiring the disclosure of a decryption key and the effect of a direction to disclose a decryption key;
  • provide for the removal of, or making inaccessible, publications with unlawful terrorism related content; and to provide for matters connected therewith.

The ULA is a Conservative Libertarian Civil Rights Organization, advocating the greatest possible economic liberty with the least possible governmental intervention or regulation upon social life. Conservative Libertarians prioritise liberty, promote free expression, freedom of choice and a free-market capitalism whilst rejecting all liberal social engineering.

Individual human rights must be paramount in all aspects of social interaction in civil society through conservative institutions and authority—such as family, country, religion, and education—in the libertarian quest to reduce state power.

For the past 8 years the ULA has been working diligently towards the creation of a FREE, Independent and Prosperous United Cape States for all Capelanders (refer to the section ‘People’), regardless of race, religion or political views. The ULA common-sense process is completely legal both domestically and internationally.

Statement

The United Liberty Alliance strongly condemns and opposes the new proposed legislation. This is just another attempt from the ANC government to control any opposition and to silence freedom of speech and thought. We call on all South Africans to oppose this.
