Purpose of the Bill
It seems like more highly paid job creation for cadres to influence controls in the industry to detriment of house owners with no protection against plethora of unqualified "builders" /fly-by-night opportunists who demand upfront "deposits" but then disappear. No protection against construction mafias determining & controlling prices and who must be given the job. The rights of society to own their housing and be in control of decisions affecting their housing is being eroded by overall agenda of state control

The principal of the bill is a good idea, it will help and protect homeowners against scammers, but unfortunately the the enforcers are the real scammers here.
They will now have a legal manner in which to scam homeowners.

Every builder should be registered regulated as there are many thieves taking payments beforehand not rendering services or doing shoddy work and refuse to fix their shitty work!

I am actually not in favour of any of the above, I am concerned about every single one of these points under consideration. These are MORE control measures, and the whole purpose of this is to line the pockets of the corrupt at the feeding trough. We South Africans have had all of this control up to our ears.
The Council employees are definitely not qualified or trained at this level to do an honest job, and this leaves the door open for more corruption. This will not be something that they are qualified to to with excellence or with knowledge. Give us a break, that you would think that this makes any sense, at all. This is another way to make money off of already cash strapped citizens, and again shows that your thoughts are on how to feed out of that trough whilst your citizens struggle for the crumbs. This opens the door wider for cadre deployment and opportunism. The government has not dealt with the mafia construction thugs, and one has to wonder what slice of the cake that the government is getting out of this.
One thing that I do know, this country has had enough of the feeding trough in every sector of government, and we are longing for the day that ANC is voted out.

My concern is all of the above. These control measures are aimed at robbing citizens of the opportunity of owning homes while lining the pockets of the select few. Set us free! We do not need this overlegislation

Various concerns from various chapters. Big concern is the regulation by the Council employees who are not adequitely qualified and trained to do their jobs. It also reeks of opportunism when owner-bulders need to register - sort of a money-making scheme. Same with the high Council fees - already pushing up prices of homes unneccesarily high. As a whole - overprotection to be able to afford even more cadres with dream-jobs for which they are not qualified. And that while they cannot even stop the construction-mafia from yet even more bribery & corruption - or are they in cahoots?
