To make matters worse, the elected officials and municipal workers who are paid by the rate and tax payers are actually stealing from the people whom they are meant to serve, as well as following corrupt practices for their own benefits. Once again, in the KZN floods, it has been the private sector and fantastic charity organizations (such as Gift of the Givers) who have stepped in to do the government's work. Why do we even pay rates and taxes to the incompetent thieves in many parts of government? |

In addition more appropriately skilled and knowledgable people are required at municipal level and not cadres of any political party. |

Hugh | Not fully | Yes I do | Municipal management | There are only two criteria for employing anyone at any level, and these must be used: 1) Competent to do the Job for which s/he is hired. 2) Character of Integrity so that s/he will serve faithfully and honestly - see my book "Corruption - the Inside Story" Mbokodo Publishers 2022. It contains sample Ethical Codes in Appendices at the end. Any employee who consistently fails either criterion, must be dismissed on objective proof of such failure. If these Criteria were applied, the need for a Special Master and other interventions would fall away. Also, the Bill of Rights must be amended to include The Right to Work. (SA is in a mess largely because ths Right is absent - and only The Right NOT to work in listed in chapter 2.) "Entrepreneurial work" must be encouraged, and not only "Employment work". Chapter 2 clause 17 gives the Right to PEACEFUL Protest, Picketing. The standard method of Protest (blocking of roads with burning tyres, rocks etc is Violent, and NOT "Peaceful" - and it violates clause 21 (1) The Right to Freedom of Movement. Municipal Authorities must ensure that this Right is upheld - no-one should be forced to stay at home or take another route because of a Protest or Picket. Projects are undertaken and not completed properly - our recent water installation is still highly problematic, road repairs are undertaken with absolutely no regard for civil engineering and technical knowledge regarding water / run-off / drainage and the quality of the new road surfaces doesn't even last a month. There are potholes everywhere, the town itself is filthy, verges are seldom cut, informal traders have gazebos erected on roads. No amount of complaining to council works - residents are fed up. The erosion of our area owing to lack of competent maintenance also affects tourism which is our area's primary economic activity after farming. |

B) Mismanagement of municipal funds, money is not being used for the upkeep of residential areas, i.e. roads, potholes, road markings, grass trimming of parks and trees, litter. I feel that i am not getting any benefit from my monthly payments. i have lived in my house in Montana, Pretoria for 16 years and the road markings have not been painted once in that time. the trees that line the streets have not been trimmed at all in that time. It seems like its norm to pay for private contractors to trim the trees. Crime is also a concern, not enough policing, i recently had items stolen through an open bedroom window whilst my wife and i were asleep. Old age pensioners are not safe anymore |
