Mismanagement of municipalities is widespread and absolutely wrecking South African health, economy and infrastructure. Corruption is so far unchecked (except for a few isolated cases). We need a non-corrupt and incorruptible authority to manage the municipal spending, based on observable improved service and maintenance. Please appoint people of integrity otherwise we will simply be taxed more to support larger-scale criminals!

The municipal finance laws should be amended to make provision that services must be ring-fenced so that income received for a particular service, be held for the payment of the bulk purchase of that service, or maintenance of the service. If you analyze the municipalities' statements, you will see how little is spent of maintenance. Where it is spent, it is normally fraudulent payments made for work not done. The Section 56 managers should be held accountable for the gross mismanagement of rate payers' monies. Stop the exorbitant salaries for these officials.

Appointment of a Special Master
Municipalities have demonstrated almost across the board that they collect water and electricity rates from diligent ratepayers, and then use that funds for other purposes, instead of paying it over to the water and electricity suppliers. This is actually a form of theft as they deprive both the ratepayer and the service provider from what is due to them over the long term. Municipal officials who take these decisions to redirect funding must be identified and prosecuted. Until then, the appointment of a "Special Master" can serve to re-establish a culture of paying and receiving what has been paid for. This should be kept up until the rot in municipalities have been eradicated.
I am saying this as a municipal officials with more than 30 years' service.

The endemic lack of maintenance of all sections of municipal services is leading to the break down of civil society, as those paying for the services our constitution should be guaranteeing are finding we are continually being forced to pay more and receive less. Municipalities should be held accountable and those hindering the maintenance of services , through incompetence, laziness or corruption, should be sacked, charged and replaced.

Unqualified inefficient ineffective municipal officials appointed making the CoJ an employer rather than a service provider.

Erase the corruption.
Employ effect Metro cops who are effective and efficient and who do not challenge small matter and avoid the whales.

Get the correct definitions for the problem

eg a displaced person
is someone who is forced to leave their home country because of war or persecution; a refugee.

Why CoJ gives that definition to an invader and squatter allowes the displaced person to occupy real estate worth thousands. One law for all
