My rabbit is a loved companion, not livestock. While responsible animal welfare is important, I believe there are far more serious concerns in our communities that require the City’s attention. Responsible rabbit owners should not be unnecessarily restricted or burdened. Please recognise rabbits as the valued companion animals they are. |

Mandatory sterilization is an unaffordable barrier that unfairly targets working class pet owners. Arbitrary quotas will make animal fostering impossible and cripples animal recue networks. This is another way of taxing already overtaxed South Africans. Warrantless entry powers for municipal law enforcement is unlawful. Why always a threat of penalties? Scrap this By Law. |

Taxing pets is ridiculous , it won't stop animal cruelty. Requiring a paid permit for every single pet is another way of controlling and restriction of freedom. It deprives citizens of the enjoyment of owning a few pets. Implementing quotas on pets will cripples temporary animal foster parents and animal rescue networks. Search private premises and vehicles without a warrant is unlawful. I think the citizens of South Africa is sick and tired of penalty threats. The best thing will be to scrap this By Law. |

Furthermore, if people want to erect extra housing on a property generating an income, the home owners have to apply through City of Cape Town and have to pay levies for water and sanitation up keep, which is 100%, in cases like that the upkeep is necessary. However why would pet owners be required to pay for a permit for an animal? What will the City contribute to my pet? They don’t and that is why is is absurd. They are already in over their heads, and is unable to cope with the HOT SPOT areas for animal welfare, and now they want to target those that are not the problem. If they can’t now manage the problem how will they when they amend the law? If they have issues with man power and danger risks to enter certain areas, that will not change with a new amended law, but rather if they have to proof their worth and implementation of a new policy, they will target areas that is not a HOt spot in order to provide statistics. Why is it so difficult to prosecute people that have animals next to the N2, on Robert Sobukwe and animals without fences? And yes those people probably lie and say it’s “not their animals”, which proof that the underlying problem is society and the environment they live in and the social determinants. So I oppose law abiding people looking after their animals should be prosecuted pestered and treated like criminals, if they love and ensure the safety of their animals. This will not solve the problem but will alienate people. What about people that house sit for dogs for people while they are overaeas? No, they grey areas are too many. And law enforcement don’t think they become vindictive. This will happen with this policy. If people protect their animals , love them and feed them, they are not the problem. | |
