As a rabbit owner, I strongly feel that rabbits deserve the same consideration as other household pets. My rabbit is a loved companion, not livestock. While responsible animal welfare is important, I believe there are far more serious concerns in our communities that require the City’s attention. Responsible rabbit owners should not be unnecessarily restricted or burdened. Please recognise rabbits as the valued companion animals they are.

Requiring a paid permit for every single domestic pet will lay another burden on pet owners and deprived them from the joy of owing a few pets.
Mandatory sterilization is an unaffordable barrier that unfairly targets working class pet owners. Arbitrary quotas will make animal fostering impossible and cripples animal recue networks.
This is another way of taxing already overtaxed South Africans.
Warrantless entry powers for municipal law enforcement is unlawful.
Why always a threat of penalties?
Scrap this By Law.

This By Law is just another money making scheme. South Africans are already overtaxed. Taxing pets is ridiculous , it won't stop animal cruelty.
Requiring a paid permit for every single pet is another way of controlling and restriction of freedom. It deprives citizens of the enjoyment of owning a few pets. Implementing quotas on pets will cripples temporary animal foster parents and animal rescue networks.
Search private premises and vehicles without a warrant is unlawful. I think the citizens of South Africa is sick and tired of penalty threats.
The best thing will be to scrap this By Law.

Hi don't agree with the permits.
I don't agree with poultry and birds living conditions forcing concrete floors, being 3m from house as well as boundary lines and requiring a building plan.
I also feel that the missing pets time should be longer.

By law if children are endangered with people smoking in a house, and it is illegal to smoke in areas where children under 12 is, in cases where it is suspected the law can not enter and command attention, yet for pets they want all access to enter? Furthermore, if people want to erect extra housing on a property generating an income, the home owners have to apply through City of Cape Town and have to pay levies for water and sanitation up keep, which is 100%, in cases like that the upkeep is necessary. However why would pet owners be required to pay for a permit for an animal? What will the City contribute to my pet? They don’t and that is why is is absurd. They are already in over their heads, and is unable to cope with the HOT SPOT areas for animal welfare, and now they want to target those that are not the problem. If they can’t now manage the problem how will they when they amend the law? If they have issues with man power and danger risks to enter certain areas, that will not change with a new amended law, but rather if they have to proof their worth and implementation of a new policy, they will target areas that is not a HOt spot in order to provide statistics. Why is it so difficult to prosecute people that have animals next to the N2, on Robert Sobukwe and animals without fences? And yes those people probably lie and say it’s “not their animals”, which proof that the underlying problem is society and the environment they live in and the social determinants. So I oppose law abiding people looking after their animals should be prosecuted pestered and treated like criminals, if they love and ensure the safety of their animals. This will not solve the problem but will alienate people. What about people that house sit for dogs for people while they are overaeas? No, they grey areas are too many. And law enforcement don’t think they become vindictive. This will happen with this policy. If people protect their animals , love them and feed them, they are not the problem.

I have adopted all dogs in the past 35 years, they are well maintained and are like our children. They sleep on our bed, get cuddles and all die of old age eventually. We do not allow excessive barking, we take them on holiday with us and most of them are old and will be our last pack till we retire. To put a mandatory number on the amount of pets we can have, leaves the question, what do we do the the two if only 4 dogs are allowed. This is infringing on our rights as pet owners, and to expect us to license each dog, is a sly way to milk us for more money, when we already spend so much adopting unwanted dogs and cats.
Why don't you start dealing with the stray dogs and township dogs who is at risk of abuse or getting run over. Our dogs are just fine. It does not impact the City in any way, apart from making us happy human beings looking forward to getting home to our dogs after gridlocked in your traffic jams.

This is an excuse to gain entry to private homes.
Why not rather do something about the cattle that roams residential streets and parks. Causes traffic congestion with no hearder in sight. A danger to our roads and dropping tics in our parks where children are supposed to play.

And CoCT tried this before and it was a resounding failure because CoCT had not thought through what they wanted to achieve and they could not cope with the data they got. And now they do it again!! Animal welfare is of interest to most pet owners by far. Using our caring nature of animals to propose warrant-less home entry is evil. It opens the door to who knows what other rights infringements.
Should there be grounds to suspect animal rights abuse - take the legal steps. This is not complicated.
Regarding cart-horses etc. - make it easier for the support organisations who help to educate and care for working animals to do their work, such as by re-allocating a portion of the staggering mis-spending of the State. Where an issue needs to go to court and the courts are back-logged - perhaps look at making the system more efficient.

I fully support rules and laws against animal cruelty, but when it comes to taxing pets, that’s where a line needs to be drawn in the sand.

What frustrates me is that the DA is not being fully honest with their constituents, it's dissapointing so say the least.

I support the sterilisation of animals except for specific breeding purposes which should be controlled and a special permit obtained. The breeder should also be limited to 1 litter per year per animal (female). I do support the keeping of a database of animals per household but not the fees associated thereof. Many homeowners own pets but are not able to afford an annual fee for each pet. Enforcing this will increase the occurrence of animal neglect and pets being abandoned and cause trauma to many people who love their pets but are stretched financially to care for them. Please reconsider some of the conditions presented in your proposal.

Rabbits and exotict animals all over the country are going to be dumped, more so than normal and this is not necessary.

Honestly we cannot see this being done successfully. We do not have enough health inspectors not just in Cape town but I do not believe in the country. Dogs forever barking seems to only irritate the neighbor but never the owner. People allowed to keep Roosters seem to be the 'in' thing now. You can complain to every department you can find but nothing gets done. Your peace and quiet is something of the past. So it will be just another way for the Government to 'make money' without making a difference. It that's the case we can just as well leave things as they are! Having to limit the numbers on dogs and cats though is a good thing. There are too many strays and hungry cats and dogs all over.

The DA has lost the plot and is clearly not considering the consequences of the the proposed bylaw . Who is going to enforce this law and where is the resources going to come from. No-one is going to try and enforce this law in Khayelitsha or even Mitchellsplain but surely other neighbourhoods will be easy targets for power drunk city officials. It seems that some animal activist group have seized power in the city councill and now want to rulle the roost. The cost of a licence is not known at the moment but I would like to see them enforcing sterilization of all cats and dogs older than 6 months in the whole of the City of Cape Town - Good Luck and if you want to write a book on how to alienate yourself from the people supporting your political party keep a tab on the DA in the Western Cape.
