Mpumalanga’s three districts—Ehlanzeni, Gert Sibande, and Nkangala—are presenting some of the most aggressive “Cost of Supply” corrections in the country this year. While many councils are trying to stay near the inflation target for rates, electricity is the primary “shock” factor across the province.

- Dr JS Moroka: A rare “low” outlier, proposing a uniform 3.9% increase across most services, though they are allocating a massive 45% of their capital budget purely to fixing water provision.
