*Greater Tzaneen is proposing 11.5% specifically to address the R500m+ maintenance backlog in their electricity grid.

- The Tzaneen Electricity “Surcharge”: At 11.5%, Tzaneen residents are being asked to pay significantly more than the Nersa-approved 9.01% bulk hike. This is a classic “Cost of Supply” argument—why must residents fund the maintenance backlog in a single year?
- Mopani District Water (7.0%): This is one of the highest water hikes in Limpopo. For a district that relies heavily on agriculture (and where Giyani has seen decades of water project delays), a 7% hike is rather high.
