    Matjhabeng remains the primary focus here, but the smaller locals are generally trying to stay closer to the inflation target for rates while being hit by bulk service costs.

      • Matjhabeng’s Water Shock: The 12% increase is a major trigger given the frequent “dry taps” in Welkom and surrounding areas.
      • Tswelopele’s Uniformity: They are pushing a flat 6% across most services (excluding electricity), which is nearly 2% above the current CPI.
