- The Prince Albert Rates Jump: The 14% property rates increase is the clear “villain” here. While they’ve kept water and refuse low, the massive jump in rates is a direct attempt to fix an unfunded budget (operational deficit).
- Beaufort West’s Financial Distress: Beaufort West is under intense pressure to reach “cost-reflectivity.” While their draft shows 4.6%, keep an eye on their sundry charges and fixed electricity levies, which are often hiked by 6% or more to cover infrastructure debt.
- The “Water Scarcity” markup: In the Karoo, the cost of water is often secondary to the availability. While tariffs are rising by 4.4% – 4.6%, many of these towns are still under strict water restrictions, meaning residents are paying more for less.
- The Salary vs. Service Gap: In Prince Albert, the property rates hike is nearly triple the raise the council is giving its staff.
