    District-Wide: Water & Sanitation (ADM)
    Since ADM sets these for the entire district, these figures apply to residents in all six local municipalities:

      • Water Provision: ~5.33% – 6.5% (Estimated).
      • Sanitation (Sewerage): ~5.33% – 6.5% (Estimated).

    Context: Amatola Water (the bulk provider) has formally proposed a 5.33% increase for the 2026/27 year. ADM typically adds a small margin for infrastructure maintenance, placing the retail hike in the 5-6% range.
