John Taolo Gaetsewe (JTG) District in the Northern Cape, a region where the mining economy of the Kalahari meets some of the most rural communities in the province.
In this district, the John Taolo Gaetsewe District Municipality serves as the Water Services Authority (WSA) for the entire area, though the local municipalities often act as the service providers on the ground.

- The Ga-Segonyana “Trash Tax” (23%): Ga-Segonyana is proposing a staggering 23% hike for refuse removal. 🗑️ This is nearly five times the salary increase for municipal staff (4.75%). It is one of the highest refuse hikes in the country.
- Water Phase-In (18.6%): Ga-Segonyana is also implementing a “phased-in” cost-reflective water tariff. 🌊 Their 18.6% (plus CPI) increase is designed to reach sustainability over 3–5 years, but for residents, it represents a massive jump in the cost of a basic human right.
- Gamagara’s Electricity Markup (14%): While Gamagara is disciplined on rates and water (3.7%), their 14% electricity hike for domestic users is nearly triple the salary benchmark. 🔌 They cite “debt impairment” and “infrastructure maintenance” as the drivers for this markup over the Eskom bulk price.
- Joe Morolong’s Grant Dependency: As one of the most rural municipalities, Joe Morolong keeps increases near the CPI mark (~4.5%). 📉 However, with a very low revenue collection base, these small hikes often result in “unfunded” budgets that require national bailouts.
