In South Africa our manufacturing capabilities are collapsing because of corruption (ANC preferred tenders without any accountability) and BEE. Therefore to stay abreast of changes in technologies we have to now import many things.

As indicated in many articles by reputable authors, tariffs cause damage in the long term, although there is a short term gain protecting own manufacturing, which in the case of renewables, is non-existent.

Tariffs, as mentioned in many enlightened articles by reputable authors indicate tariffs cause damage in the long term, although there is a short term gain protecting own manufacturing.

The key question what manufacturing to protect? We cannot even sort out a drivers license manufacturing process.

Whilst BBBEE is in place, I cant give you my opinion, because we do not know who will benefit from this. I am all for protectionism, limiting raw exports, increasing final product exports, but unfortunately due to BBBEE, the supply chain locally will be so loaded with government increased prices to conform to their policies, that we will out-price everybody, ourselves (local market) and potential international trade partners. I say no leave things as they are, rather focus on removing all government intervention on trade until our economy shows acceptable growth again.

All those given and several more. The state has collapsed every SOE and committed corruption at an alarming level. The economy has imploded because of bad policy and the tiny cluster of tax payers has to bear the brunt. It is time to demand less government interference so that the economy can boom.

Submission on the Review of Tariff Structures in the Renewable Energy Value Chain

I welcome the opportunity to comment on ITAC’s review of the tariff structure for input materials, components, and final goods within the renewable energy value chain. While the intention to stimulate local manufacturing and industrial development is commendable, this must be carefully balanced against the urgent need to accelerate South Africa’s energy transition. Tariff structures should not create new bottlenecks in a sector that is vital for national energy security, economic recovery, and environmental sustainability.

The inclusion of critical items such as solar panels, wind turbine components, lithium-ion batteries, and even fasteners like screws and bolts in the review poses a risk of cost inflation and supply delays. Many of these inputs are not yet locally produced at scale or at competitive quality levels. Raising tariffs prematurely could inadvertently undermine private sector investment, delay renewable energy projects, and increase the financial burden on consumers and municipalities striving for energy independence.

It is important that this tariff review process is informed by empirical data, industry consultations, and a phased approach that allows time for local industries to develop capacity. In the interim, low or zero tariffs on essential green energy inputs should be maintained or even reduced to fast-track deployment. Encouraging partnerships between local manufacturers and global suppliers could offer a more sustainable path to industrial growth without jeopardising our clean energy targets.

In conclusion, I urge ITAC to adopt a cautious, inclusive, and development-focused approach to tariff reform in the renewable energy sector. South Africa’s energy and economic future depends on both a vibrant local industry and the swift, affordable rollout of renewable infrastructure. Tariff policy must support—not hinder—this dual objective.

As we ae supposed to move away from fossil fuel to more long-term sustainable alternatives, there needs to be suitable incentive to encourage this growth and not seen as an opportunity for an already corrupt government to see this a money-making opportunity.

Plain and simple...what is going on after the municipal DB box is my business and nobody have a say on it or can impose tarrifs on it. It is private property. Renewables was bought by ordinary people at high costs, out of their own pocket...simply because eskom failed to supply reliable ekectricity. Its therefore your fault and I van see how any person that have solar to relieve demand from your grid should be punished by this ridiculous proposal. I see court cases coming if you implement this nonsens

When we move towards a society that is environmentally conscious, we should be supporting (or doing nothing) to disturb the process of growth in that space and moving away from fossil fuels. Adding tariffs is a deterrent (increase cost, and so it makes me question the intentions.

The government is unable to supply a reliable source of energy. On the one hand they encourage solar energy and then want to put extra tariffs om solar panels etc. Is this lunatic government every going to ever get it right. Just another form of taxation to ensure there are more funds to be looted. God help South Africa.

Our current government is currently incapable of providing sustainable, uninterrupted and reliable electricity to the public at large. When this situation is reversed and we have reliable electricity supply I may then support additional tariffs on solar panels.
