I do not support the proposed policy direction to remove BBBEE requirements. While I understand the need for better internet access, especially in rural areas, I believe we should not have to choose between development and transformation. BBBEE exists for a reason , to make sure that Black South Africans are not just included as users, but empowered as owners and decision-makers in our economy.

Allowing big foreign companies like Starlink to bypass these requirements would set a dangerous precedent. It tells local businesses and citizens that our laws can be bent for outsiders, while we continue to fight for fair opportunities in our own country. South Africa still carries the deep scars of inequality, and we can't afford to water down the few policies we have that aim to correct that.

Let’s find solutions that bring in technology without selling out our people. Starlink and others should be welcome, but on terms that still prioritize South African ownership and empowerment. I say No not because I don’t want progress, but because I want progress that includes everyone.

He is just a power hungry individual that should be shown that we are not going to dance to his tune. We already have companies that are serving what he wants to bring here, we DO NOT NEED HIM AND HIS COMPANY THE SAME WAY HE SAID HE DOESN'T NEED SOUTH AFRICANS! I am writing to express my strong support for the proposed policy direction to the Independent Communications Authority of South Africa regarding the amendment of BBBEE requirements for ECNS and ECS licence holders.

This proposal is not only timely but critical to unlocking South Africa’s access to cutting-edge global technologies like Starlink. By eliminating rigid ownership requirements, we remove a significant barrier that has prevented international technology leaders—most notably Elon Musk’s Starlink—from investing and operating in our local telecoms space. The potential benefits are profound: faster internet in rural areas, improved national connectivity, and affordable broadband for millions of underserved South Africans.

For years, transformation laws—though well-intentioned—have created administrative bottlenecks, discouraged foreign investment, and stifled innovation. Modernising these frameworks would signal to the global market that South Africa is serious about growth, openness, and technological advancement.

It is crucial that we strike a balance between inclusive development and pragmatic economic policy. This proposal appears to do just that—maintaining regulatory oversight while making room for international collaboration and growth.

I urge your office to proceed with this policy direction and to continue exploring similar reforms in other sectors. South Africa’s digital future depends on it.

This policy framework was set up as a direct response to the inequalities that were created and maintained by the oppressive colonial and apartheid systems - which for hundreds of years set back Black South Africans (Women and Africans in particular) politically, socially, economically and otherwise. To temper with, and create an exceptional environment for a man who has openly supported race-based policies and practices in other states is a huge blow to the values, spirit and purport of this framework.

The South African government has allowed itself to be bullied by one white man, and that alone is compromise of our rule of law and inadvertently our sovereignty. If it happens once, it can happen again. This will set a bitter precedent.

BBBEE is hampering economic growth and causing unemployment to escalate, which in turn escalates poverty. BBBEE only advantages a few select politically connected people. It does not help the poor at all the way that it is being implemented at present. The 30% must go!!

The Bbbee, sounds good in paper but with politicians we have in this country,the act is meant to enrich them not the previous disadvantage people don't really benefits. I mean more than R5trillions went missing and you know money can't just disappear.
With that said I think Bbbee is hindering the growth of this nation

I head a conservation and research NGO that currently uses Starlink outside of South Africa. I will require its use in South Africa. While I support that foreign companies invest in South Africa, I strongly believe these should not be tied to race but rather outcomes. For instance investment in our science infrastructure or education. I find any legislation that financially benefits an individual based on race despicable and should be abolished.

Serious National Security Concerns
In addition to the policy concerns, there are very serious national security concerns. It has been widely reported that elon musk has used the technology to interfere in geopolitically sensitive areas such as the Russia-Urkaine war and more recently in Iran to satisfy his superiors ultimately being the US government and its military department by proxy-often threatening to switch off the connection to earn leverage in political negotiations or to target enemies. Given the hostility, that musk has shown to the country, this is simply untenable and no amount of perceived benefit should be allowed for us to substitute that for the country's sovereignty. Making an exception for someone who has expressed vitriol to the country outside of benefitting financially or otherwise generally and it's redress policies specifically is a recipe for disaster that should not be invited.

Musk has also recently opened a political party and this would needless to say serve his and his potential funders interests. Is the government in a position to limit his power should be inevitable become an aggressor or otherwise?

Unintented Policy Concerns Consequences
There are various internationally successfully companies that have complied with the required policy without hassle and there is no reasonable purpose why the Musk cannot follow suit. The special treatment he requires has no valid justification beyond benefitting a private individual at the behest of another country's intelligence agencies.

Furthermore, this would set bad precedent that would open the floodgates to wiping away well intentioned legislation that may despite its implementation flaws, work and serves a very serious and still unresolved structural issue in the economy of South African society.
