The eye tests should be checked on the road for those who are driving and non- drivers can submit by hand or electronically. Digital /Mobile driving licences should be optional for those who are highly technological but not compulsory and the one of posting and courier of licenses should be a once- off thing depending on what the person would have chosen but if not successful they should go fetch from the center itself. |

The current five-year renewal cycle creates unnecessary administrative pressure on licensing centres, motorists and the card production system. Extending the validity period to ten years should reduce queues, processing volumes and administrative costs while still maintaining an appropriate system of licence control. I also support retaining shorter validity periods for commercial and professional driving requirements where additional oversight is justified by the greater public-safety responsibilities associated with professional driving. However, I do not support limiting the validity of an existing card to only three months after expiry where the driver submitted a valid renewal application before the expiry date. Where a motorist has completed the renewal process on time, the existing driving licence card should remain legally valid until the replacement card has been issued or made available. A motorist should not become non-compliant because of delays in card production or administration that are outside their control. I strongly support the introduction of a secure digital driving licence. A digital driving licence should become an official and legally recognised credential that can be securely verified by traffic authorities, SAPS and other authorised parties. This should not merely be a photograph or electronic copy of the physical card, but a secure digital credential capable of being validated against the national licensing system. Introducing digital driving licences could significantly reduce reliance on physical card production, reduce replacement-card applications, lower administrative and printing costs, reduce queues and provide motorists with faster access to an updated licence after renewal. Where a renewal has been approved, the digital licence should be updated immediately instead of requiring the motorist to wait for the physical card to be manufactured. Physical driving licence cards should nevertheless remain available for motorists who require or prefer them, including people who do not have access to a suitable smartphone and motorists who may require a physical licence when travelling internationally. I also support: * electronic submission of eyesight test results by registered optometrists; * optional courier or postal delivery of physical driving licence cards; * decentralised card production to reduce dependence on a single printing facility; and * greater use of secure online renewal and licensing services. Any renewal fees associated with a ten-year licence should remain reasonable and cost-reflective. The renewal fee should not simply be doubled because the validity period is doubled. A longer renewal cycle and increased use of digital licences should reduce the administrative cost per motorist over time, and those efficiencies should ultimately benefit the public. In summary, I support the extension of ordinary driving licence card validity to ten years, provided that the final system also includes: * legal protection for motorists who renew before expiry; * secure digital driving licences; * continued availability of physical cards; * modernised eyesight-testing and delivery processes; * decentralised card production; and * reasonable, transparent and cost-reflective renewal fees. My position is therefore: Support with amendments. |

If your card expires between 60-65, you must test every 3-5 years. This is because the health of older persons deteriorates faster than younger people. If you have done your license, you have the ability to drive. But eyesight and other health problems is obviously a concern. |
