Your driving ability and attitude are not tested at all. Given the above the practical solution to the issue of a renewed driver's licence to be practical, cheap and streamlined is easy and quick by following the follwing steps: a) All drivers must be able to prove that their eyesight is above board. b) When called for by a traffic officer a driver must be able to show an original driver's licence or latest renewed licence together with a valid eyesight certificate being issued by a certified optometrist less than five years ago. The latter could be kept in the motorvehicle's cubbyhole to be att hand for immediate inspection when asked for by the traffic officer. c) The proposed solution requires no excessive expensive eye testing equipment at licencing offices nor printing of drivers' licences machines to be sent to Germany for repairs. The first timers of an estimated million pa drivers' licences must still be attended to, but the "eyetesters" drivers' licences applications of approximately five million have automatically been privatised towards a higher standard of eye testing (good for road safety) with the introduction of the above proposal towards renewal of drivers' licences. d) Eyesight within elderly people (above 65) can deteriorate quite fast. Thus the current proposal of existing drivers' licencences to be valid for ten years instead of five is unacceptable. e) The only negative I can think of re the above proposal is the loss of revenue payable for renewing licences at licencing offices. This could easily be recovered with a small increase in increasing road traffic fines. Such an increase may be a deterrent for road users not to contravene road rules and drive more safely. Thus it could be a plus and only the bad users pay for the loss in renewing licences' revenue. |
