How sure are we that a child bought to school with only an affidavit is the biological child of the applicant, paperwork is fraudulent.

Objectives
I object to the BELA Regulations on admissions and school capacity. These regulations target the few schools that are functioning well instead of addressing the real crisis: the government has not built enough schools, expanded infrastructure, or provided adequate resources. It makes no sense to disrupt successful schools when the state should be increasing capacity, not forcing existing schools to absorb more learners than they can safely handle.

The regulations give the HOD excessive power to override school governing bodies on admissions, language policy, and capacity decisions. This centralises control in the state and weakens the role of parents and communities who know their schools best. Strong schools should not be punished with political interference.

The proposed capacity rules ignore basic realities such as class size, teacher workload, infrastructure limits, and safety. Forcing schools to exceed their capacity will reduce educational quality for everyone. Instead of fixing failing schools or building new ones, the Department is shifting its responsibility onto schools that are already performing well.

These regulations also undermine community and language rights by sidelining school governing bodies. A one‑size‑fits‑all approach imposed from above does not respect South Africa’s diversity or the constitutional role of SGBs.

The BELA Regulations do not solve the root problems in education. They simply burden the schools that are working while leaving systemic failures untouched. I request that the regulations be withdrawn or fundamentally revised to prioritise building more schools, improving infrastructure, and supporting teachers—rather than weakening successful schools through bureaucratic overreach.

Its all about taking control and they now target our youth.
Can someone please explain the objective of the Bela Act and the benefits to ALL CITIZENS??
