I am a South African citizen and a teacher by profession (employed in the public sector and a homeschooling mom). I am writing this email to REJECT the BELKA BILL and everything it is trying to promote. It is my God given right to raise and educate my children by freedom of voice and choice and align then to my beliefs, morals and way of life. As I parent who loves her children and have their best interest at heart, I should be able to determine the curriculum my children use, when they start school and the content in the material used. The assessment standards, how and when it is done should also be a priority to parents and should therefore be included. We don not want this BELLA BILL, the government is failing our school, things have been worse since the Bible and prayer was taken out if schools. Now they want to strip us parents of all those rights, unacceptable! I am against this Bill and hope to be heard! I REJECT IT!!! The first democratic leaders of SA understood that education is key to the developmentof SA's future and is held firm within the drafting of the Constitution. The Bill of Rights is set in place to ensure each SA citizen will never again be unfairly treated based on their race, religion, or culture. It additionally allows for the consideration and protection of the diverse races, religions and cultures within SA. The current Schools Act 84 of 1996 is therefore considerate of maintaining the individual cultural and ethnic pride of various communities. The current systems in place via the SGB's and The Department of Education are by no means the most efficient and effective in its delivery of knowledge based education and improving cultural exchange and growth in SA. It is after all an advanced goal when realizing the challenges that come with 11 official languages and innumerable variables in any given SA community. Currently the cultural, religious, ethnic and racial majority and minority of the school's population has a means of voicing itself via the SGB. The SGB holds the ability to properly consider the school's needs and requirements in direct proportion to the immediate community in which learners are part of. This new Bill, if passed, will immediately contradict and invalidate the unique diversity which Chapter 2 of the SA Constitution 1996 protects. This would be a step towards developing autocracy and not sustaining (let alone improving) our democracy. As a teacher who hopes to provide learners a fair opportunity to express their unique self - as influenced by their inherited culture and community influenced heritage - the lack of local autonomy this new Bill proposes is my main concern. Though, I do feel there are many more potential problems with implementing the BELA Bill which should be considered. Problems I hope will be throughly discussed and debated by members of parliament based on factual information, research and studies consucted by qualified professionals in their area of expertise. Rather than the implementation of a drastic new Bill (that in all likelihood will negatively impact not only knowledge based education but the cultural diversity and young democracy of our nation), the government still considers inclusive adjustments on current policies of education to improve education for the South African learner holistically. Many adjustments which could be decided upon by consulting and working in conjunction with a large sample of education facilities and staff across the country. Allowing for realistic, urgent and more targeted goals in South African education to improve our democracy and intercultural pride rather than slowly eradicate it. |

This is an encroachment onto peoples rights and by extension treasonous to the people and in no way should be supported by any parents of substance and values. |

Sharpeville was caused by government forced interference on education. People throughout South Africa have high hopes and ideals for their children, their most valuable possession. They have the right to choose where they are educated, how they are educated. The government trying to interfere with the education system and thereby interfering with the right of parents and learners. This will impact on the children's future path in life by forcing people to accept governments will as if they are God. The government is seeking to gain far too much control over family decisions. Government should bring education levels up; INCREASE TRAINING FACILITIES ETC. not bring everyone down - which is the most likely scenario taking into account the dismal performance of government on all terrains in society. There are two likely outcomes of this proposed act which is sketched below. 1)The people with money will leave the Country so their children can decide in another country how they would like to be educated - YEAH you would say, but those taxpayers with expertise will be gone - putting this country down - as a country with limited expertise cannot grow the economy, and without the tax income the money available for example to educate children will also be diminished. 2) After seeing how the system fails their children and put their children's future in jeopardy. Ordinary folk - like those at Sharpeville rise up against the government. Leading to open hostilities and revolt against a government that could not even protect itself in the Durban uprising, in this scenario which will look like a drop in the ocean, 4 to 6million people against the army and police (90 000 people I guess). This act might look like a good plan, but should be re-considered and re-evaluated, SERIOSLY, because if it fails this country will be scarred for generations to come and the ruling party would have signed their own death certificate, they will be no more. It will never happen, you think Question: DID THE NATIONAL PARTY CONSIDER THAT THERE OVER REACHING IN 1960 BY FORCING AFRIKAANS ONTO THE BLACK EDUCATION SYSTEM WOULD LEAD TO OPEN REVOLT - CLEARLY NOT DO THE ANC CONSIDER THAT OVER REACHING WHEN IT COME TO CHILDRENS' FUTURES CAN LEAD TO ANARCHY - CLEARLY NOT CONSIDER THIS - WHAT WILL YOU GRAB WHEN YOUR HOUSE BURN DOWN - YOUR CHILD WHAT WILL YOU DO TO PROTECT YOUR CHILD ?
