I object to the procedural irregularities defining this process. Pushing through Council Resolution C39/05/26 on 27 May 2026 to retroactively include Portion B right as the public participation phase commenced undermines the fairness of the process under PAJA. The public is being asked to comment on an unstable, rushed legislative framework.

It would seem the City is putting the cart before the horse or trying to pull a fast one and not address the serious concerns raised. All procedural issues and approvals need to be conducted and applied fairly. All environmental impact assessments should be conducted ahead of time, not retroactively - the same applies to transport and transport notes.

I do, however, support affordable housing, but the process needs to be conducted in a fair, honest and transparent manner.

The value of this Heritage site worth far more than the value of providing so much extra housing for who? Workers that have no jobs because the local economy has not grown proportionately. I personally think the plan is to accommodate all the illegals and homeless to minimize squatting.

Cape Town has become a haven for scrupulous developments being given a free drive to destroy the few green areas in our city. The existing infrastructure is not coping at this rate, there are no constructive plans to update and repair the existing infrastructure. The work being done around the various areas that have had years of problems is just like sticking chewing gum on a boiler that is cracking all over and hoping it will not explode. I understand we need housing but first fix the existing areas instead of ravaging and destroying the environment and cultural history all together. It’s all a huge money making scheme for a few selected and then left for the citizens to sit with the problems. Fix and improve what you have first. CoCT is adamant in destroying all the green belt areas and heritage sites in the name of progress.

The land is classed as wetland. Tons of concrete poured onto it will mean flooding elsewhere and the destruction of wildlife and flora.
You cannot pass approval for such developments until all statutory investigations have taken place.
The City of Cape Town Municipality appears to be treating recognized citizen-led elected organisations with disdain. This is incorrect. It and its officials are public servants and mediators of the province.
To change official national considered guidelines by striking out words/ sentences , is a horrific and appalling action.
A large dose of common sense would be to realise nobody should be permitted to sit on a committee for their lifetime. In fact, no sensible person would want to.
The public want to know the details of all Committee members, their qualifications, etc. They have a right to know as they are your paymasters. That right should not be denied. This is an important Committee for all who live in the City and its environs.
Finally, I'm forced to say I smell a rat on this issue. I hope I'm incorrect and it's not what I think. Time will tell.

Take Seapoint as an example, continued ongoing fast tracking of building permits. Heritage buildings pulled down , high rises in their place. No parking provided in most new buildings.
Do the proper impact studies & town planning & then ask for our comments .

The City maintains that the redevelopment process is entirely “procedurally sound” following the adoption of Council Resolution C39/05/26 on 27 May 2026. Proponents argue that the draft concept represents a vital step toward spatial justice, turning an exclusive recreational area into a vibrant, high-density precinct with 8,600 homes (minimum 30% social housing). They assert that technical studies, transit coordination, and environmental impact assessments will be dealt with thoroughly in the subsequent legislative phases after the land disposal principle is approved.

Opponents argue that the City is executing an administrative “bait-and-switch.” Asking the public to approve an irreversible public asset disposal while keeping essential technical studies (valuations, sewer metrics, and TIAs) hidden behind PAIA walls violates the basic tenets of fair administrative action under PAJA. Furthermore, the revelation that PRASA has zero alignment with the City’s transit claims proves that the project’s planning is prematurely optimised. The community insists that the public participation process must be halted and restarted only when all baseline evidence is public and the legal authorisations are genuinely transparent.
