Professions like Real estate agents, accountants, medical practitioners, Electricians and others already have registration authorities. SAPS, Traffic Police, SARS inspectors, SABS and other organizations already exist to enforce governance. This is a duplication in resources. More likely an attempt to regulate who may partcicpate in the economy. One can assume that BBEEE quotas will be part of the criteria on allocating licenses. Thus a qualified white electrician might not be allocated a business license based on a BBEE rule. Free trade could be hampered as a current licensee cannot sell his business if the buyer cannot obtain a license. The consequences are much the same as the issue with land reform without a fair value. How will business obtain bank finance if the licenses are contentious. Refer to the issues on mineral right to see examples of the state causing the mining industry to stagnate. No exploration for past 20 years. delays in the approval of mineral right applications. No, this law has to many unforeseen consequences considering other examples the past 30 years. |

The ordinary South African may be discouraged from operating a small business because of the lengthy and complicated paperwork requirements - if not simplified. |

It's bureaucracy for bureaucracy's sake, creating yet another layer of complication and delay to an already challenging environment for an entrepreneur to start a business. It also allows for a greater potential for corruption, as inspectors will be imbued with a power that will simply allow them to grant or deny for any reason they see fit. This bill will be challenged on a frequent basis, meaning money and time spent in court , requiring the bill to be re-drafted in order to narrow the scope of definition and close as-yet, unfound loopholes. Please use this money wisely!!! Scrap this bill and spend the money, in amending the current bureaucracy to be more efficient and less vulnerable to corruption. Don't add yet another layer of expensive, time-wasting red tape, to an already difficult process, for eager entrepreneurs. |
