# Draft Municipal Fiscal Powers and Functions Amendment Bill

### National Treasury has published the draft **Municipal Fiscal Powers and Functions Amendment (MFPFA) Bill **for public comment.

The draft Bill seeks to amend the Municipal Fiscal Powers and Functions Act, 2007
by, among others

– (a) inserting certain definitions;

(b) regulating the power of municipalities to levy development charges;

(c) setting out the permissible uses of income from development charges;

(d) providing for the basis of calculation of development charges;

(e) providing for municipal development charges policies, community participation
and by-laws;

(f) providing for matters relating to the budgeting of and accounting for development
charges;

(g) providing for transitional provisions relating to development charges; and

(h) empowering the Minister to make regulations for the effective implementation
of matters relating to development charges
